Image + Views + Lightbox2. Views 2 has a really nice grid view for  
photos. For tagging, just use add taxonomy fields, and for copyright  
data a CCK text field should easily do it with the options you want to  
provide.

You could probably substitute Image for something else, as long as it  
works with Views cleanly.

Views 2 has a "random" sort handler, so you can create a block display  
with size of 1 and a random sort.

I've found Image on D6 to be quite stable. For something simple, I  
doubt you'll run into any issues.
