Everett,

I think it would be ideal to start with what being accessible means.
There is a legal definition here at home and also different legal
definitions around the world (e.g. UK, EU etc.).
There are accessibility targets and standards that are generally used in
web development.  How do those match up to the legal definitions?

After that I think the talk could get as technical as it needs to be.  I
would suspect that the majority of Drupal user group members that are
developers or themers have above average knowledge of HTML, CSS and
javascript.  And I think that group would benefit the most from
technical details that they could apply to all of their projects and
their contributions at Drupal.org (which in turn would help make Drupal
more accessible).
